I was able to replicate the issue in windowed mode and exclusive fullscreen. Original issue was encountered in fullscreen window mode Switching resolution and window modes via the options menu: I'd just recently started trying to use CTRL + mouse to orbit instead of the middle mouse button to try to stop getting that problem, but muscle memory tends to override it! I don't know if I'd noticed the ctrl + mouse orbit causing that problem but I'll test it properly and get back to you.
